Brother Talbot as my son's always called him during his visits was always a fine, distinguished individual when he came to our house to share his faith and educate my family. Condolence: It is with great sadness that Cheri and I have learned of Cecil's passing. I always enjoyed talking with Cecil when he would stop by the NIS (now NCIS) Office where his wife, Helen was my office assistant when I was the Special Agent in Charge. I hold both of them in high respect. We all shall truly miss him.
